Capt. Robert Roof (left) and Capt. Jay Gallamore exchange salutes as Roof takes over as manager for Airborne Strategic Command, Control and Communications program (PMA-271) and Gallamore retires after a 33-year Navy career. Rear Adm. W. Mark Skinner, Program Executive Office Tactical Aircraft executive officer, looks on.
Capt. Robert S. Roof became Program Manager for E-6B Airborne Strategic Command, Control and Communications (PMA-271) during ceremonies Feb. 29 in the Rear Adm. William A. Moffett building at Pax River. Roof relieved Capt. Jay Gallamore who retired during the ceremony ending a 33-year Navy career. Gallamore led the PMA for more than three years.

Rear Adm. W. Mark Skinner, Program Executive Office Tactical Aircraft executive officer hosted the ceremony. ‘‘It was a very special day and an honor to have the opportunity to recognize the outstanding achievements of Captain Gallamore while welcoming a new member to our team, Captain Bob Roof,” said Skinner. ‘‘However, for Jay it is especially memorable because it marks the end of 33 years of dedicated naval service.”

Gallamore who began his Navy career in 1974 as a seaman said he owes his success to the people he encountered along the way.

Gallamore and his wife Eileen plan to stay in the Southern Maryland area.

PMA-271’s new program manager is no stranger to NAVAIR. Roof served on the P-3 class desk for avionics and cockpit upgrades in the Maritime Patrol and Reconnaissance Aircraft program (PMA-290) from 2000 to 2002. In the fall of 2002, he was reassigned as the aerospace engineer duty officer for the PMA.

From August 2002 to September 2004, Roof served in the Pentagon for the Assistant Secretary of the Navy (Research, Development and Acquisition) as an air programs action officer.

Following his tour at the Pentagon, Roof was assigned to the V-22 program (PMA-275) here as director of Weapon Systems Integration for the V-22 ‘‘Osprey.” During his time in PMA-275, the V-22 achieved full-rate production status and is being flown by the U.S. Marine Corps in Iraq, supporting the global war on terrorism.

In February 2007, Roof reported to Arnold AFB, Tullahoma, Tenn., as vice commander of the Arnold Engineering Development Center.

The Cincinnati native graduated from the University of Cincinnati in 1985 and received his naval aviator wings in March 1987.

In January 1995, Roof was selected for Naval Postgraduate School, earning a Master of Science in financial management and merited selection as a Conrad Scholar.
