In this week’s column I would like to introduce you to the NNMC Integration and Transition Team.
The Assistant Deputy Commander for Integration and Transition is CAPT Jeffrey Blice. A native of Lincroft, New Jersey, he graduated with a bachelor of sciences degree from Muhlenberg College, in Allentown, Pennsylvania. He received his doctorate of medicine from Temple University, Philadelphia, Pennsylvania and was selected for a medicine internship at the National Naval Medical Center (NNMC), Bethesda.
Upon completion of his internship, he reported to 2nd Marine Division, Camp Lejuene, NC, as a general medical officer. He served as 2nd Regimental Landing Team –Two Surgeon during the First Gulf War. After this tour, he returned to NNMC for his residency in Ophthalmology, which he completed in 1994. From 1994 to 1995, he remained on staff as a Comprehensive Ophthalmologist.
Captain Blice completed a fellowship program in Diseases of the Retina, Vitreous, and Intraocular Tumors at Wills Eye Hospital, Philadelphia, PA and returned to NNMC where he has remained on staff since 1997. He is Board Certified in Ophthalmology by American Board of Ophthalmology.
He resides in Ijamsville, Maryland with his wife, Patricia, and his two children Christine and Stephen.
The Assistant Director for Nursing BRAC, Integration, and Transition, and Clinical Integration Coordinator is CAPT Wanda Richards. Born in Valdosta, Georgia, she graduated from Albany State University School of Nursing in 1981 and was commissioned Ensign in the Nurse Corps in March 1983.
Her duty stations have included Philadelphia Naval Regional Medical Center, PA; Pensacola Naval Hospital, FL; Branch Naval Hospital, Sigonella, and Sicily, Italy; NNMC; U.S. Naval Hospital Guam; Naval Hospital Jacksonville, FL; deployments to Kuwait and Iraq in support of Operation Enduring and Iraqi Freedom with 2nd FSSG; and the Bureau of Medicine and Surgery. She returned to NNMC in August 2006 as the Senior Nurse for Integration and shortly after arriving, she deployed to Central and South America for four months aboard USNS COMFORT T-AH 20, as the Director for Nursing Services in support of ‘‘Partnership for the Americas” Humanitarian Assistance⁄Training deployment. Upon her return from deployment, she returned to NNMC as the Assistant Director for BRAC, Integration, and Transition.
Captain Richards earned a Masters of Science in Management and a Masters of Public Administration with a Concentration in Health Care Administration.
She is married to Jasper Richards Jr. of Rainbow City, Republic of Panama. They have one daughter, Sierra Denise.
The Senior Enlisted Leader is Master Chief Joseph Engle. A native of York, Pennsylvania, HMCM Engle enlisted in the Navy as a Seaman Recruit in 1985. He has earned an Associate in Science degree in Business Administration and Bachelors of Science in Resource Management.
His duty stations have included the Recruit Training Command, Great Lakes, IL; Hospital Corps School, Great Lakes, IL; Naval Medical Center, Portsmouth, VA; Fleet Hospital 5, Jubail, Saudi Arabia; USS Saratoga (CV-60), Mayport, FL; Naval School of the Health Sciences, Portsmouth, VA; Enlisted Education Advancement Program, Tidewater, VA; Naval Hospital, Camp Lejeune, NC; Naval Hospital, Guantanamo Bay, Cuba; Naval Medical Center, Portsmouth, VA; and NNMC.
HMCM Engle currently serves as the Senior Enlisted Leader for the Deputy Commander for Integration and Transition and Leading Chief Petty Officer for Executive Healthcare Services.
The Nursing Transition Coordinator is Jennifer Allen. A native of Scottdale, Pennsylvania, she has been employed as a Registered Nurse at NNMC since 1988. She has earned an Associate degree in Nursing, a Bachelors of Science in Health Care Management, and a Masters in Quality Systems Management.
Ms. Allen has been active in the nursing profession for 38 years. She has worked in the critical care arena since entering the profession. She began Federal Service at the Walter Reed Army Medical Center, Washington, D.C. in 1982. She has spent the last 25 years in the Post Anesthesia Care Unit (PACU) and is a Certified Post Anesthesia Nurse (CPAN).
Ms. Allen resides in Silver Spring, Maryland with her husband Ben.
The Administrative Assistant is Mr. Benjamin Tinsley. Born in Alexandria,Virginia, he joined the United States Navy in June 2004 as a Dispersing Clerk. His first assignment was aboard the USS ENTERPRISE CVN-65. Following this assignment, he was stationed at NNMC from October 2007 to 2009 in the Command Secretariat.
These individuals serve as the core to the NNMC Integration and Transition effort. We are in the process of expanding our team with additional support personnel to assist each area of NNMC as we prepare for, and then execute, our transition in to the newly constructed or renovated spaces. This team works integrally with their sister teams at WRAMC and DeWitt Army Hospital.
