Fort Meade’s structure is provided by the Installation Management Command (IMCOM) and the Northeast Region (NERO). IMCOM oversees all facets of installation operations to include construction, family care, food management, environmental programs, morale and well-being programs, public works, and installation funding. NERO provides the installations within their region real – time guidance, direction, and resources, and responds to installation management requirements.

Installation Management Command The Installation Management Command (IMCOM), a single organization with seven regional offices worldwide, was implemented to reduce bureaucracy and apply a uniform business structure to manage U.S. Army installations. The agency, headquartered in Arlington, Va., oversees all facets of installation management, such as construction; family care; food management; environmental programs; well-being; logistics; public works and installation funding. IMCOM was launched to meet a number of objectives: Implement a standardization process so that Soldiers and families can count on quality, consistent, uniform services at all installations; streamline how installations receive money and ensure installation funds are used for installation services (as opposed to combat training or other missions); relieve warfighters and mission commanders of installation-related tasks so that they can focus on combat training and tactical-related issues; and support mission-readiness and execution. Northeast Region Office The Northeast Region (NERO) Office is a leadership extension of the Installation Management Command (IMCOM) to provide real time guidance, direction, and assistance for Army Garrisons located in region proximity. The mission of the Region Office is to guide, direct, enable and oversee assigned garrisons, assess and convey resource requirements to IMCOM and respond to installation management requirements. The Region also acts as a command and control headquarters relative to all Base Operations, functions, contingency operations, and crisis management operations. Today, as then, the battalion consists of assigned combat support and combat service support units. The unique and diverse missions of those units make Headquarters Command Battalion one of the most multifaceted battalions in the United States Army. The Headquarters Company Soldiers serve on the installation headquarters staff and throughout the installation directorates. They provide administrative, legal, and logistical support to the Fort Meade community. Directorate of Information Management (DOIM) The local Directorate of Information Management (DOIM) at Fort Meade is responsible for the day-to-day support of garrison and tenant organizations located on the installation. Fort Meade Inspector General The Fort Meade Inspector General reports on matters that affect Fort Meade’s ability to execute its missions. This office inquires into matters concerning the Fort Meade Community at the direction of the Installation Commander or the Inspector General. We support the Commander by identifying safety problems that effect readiness or mission accomplishment. When safety problems are identified our Safety Professionals work with the Commander, Directors and the workforce to reach resolution. Our goal is to protect the Fort Meade community by integrating consolidated risk management into all aspects of our mission, leader development and everyday activities to ensure that FGGM is a safe place for people to work and live. Mobile Training Teams for Army Safe Driver Training (ASDT) These teams provide instruction in seven evasive maneuvers, which can be conducted in GSA vehicles or in HMMWVs and are applicable to both POV driving and operations in theater. Motorcycle Mentorship Program This program enables leaders to mentor our Soldier riders, rather than leave them to join motorcycle gangs that encourage negative behavior. Using this concept, the Air Force reduced motorcycle fatalities by 50 percent on installations where this program was implemented. Accident Avoidance Coursefor all Soldiers This is a standardized course which addresses driving behavior and risk mitigation and is available on the AKO Learning Management Server. Internal Review & Audit Compliance Office The Internal Review and Audit Compliance (IRAC) Office provides the Installation Commander with an independent and objective evaluation of operations and related internal controls. IRAC also provides audit liaison to external audit agencies such as the United States Army Audit Agency, Department of Defense Inspector General and the United States General Accounting Office. Directorate of Logistics The Fort Meade Directorate of Logistics (DOL) directs and coordinates certain garrison logistics functions including provision of supplies and services, maintenance and management of material and equipment, movement of material and personnel, logistical support planning, and logistical readiness. The DOL also provides logistics guidance to supported activities. There are also a number of electronic databases available in the Library and selected ones which can be accessed by computer through your Army Knowledge Online (AKO) account from any location. The Library’s reference collection includes encyclopedias, maps, atlases, telephone directories, and dictionaries. Other materials include books and music on CD, foreign language materials, children’s videocassettes, test preparation and study guides, and career and travel information. The Library covers most topics as well as the classics and current releases. Borrowing privileges are available to active duty and retired military, military family members, the Installation’s federal civilian work force (APF and NAF), reservists, National Guard, personnel on TDY, Fort Meade Education Center students, residents of Picerne housing regardless of professional status, and contractors. All materials circulate for a two-week period. Under special circumstances, reference material may be borrowed for a one-week period. Lost or damaged material must be reported and restitution made in accordance with Army Regulation 735-17, Accounting for Library Materials. the curbside book drop when the Library is closed. The Library is wheelchair accessible. There is also a bicycle rack located near the entrance. Library Annex In addition to the Main Post Library, there is also a Library Annex (for children) located within the Potomac Place Community. Military Police When in need of information or assistance, call upon your military police, or request aid from one of the military police patrols that continuously cover the military installation. All military police operate under the supervision of the Installation Provost Marshal. The Military Police desk is located in the Directorate of Emergency Services, 6619 Mapes Road. Call (301) 677-6622 for assistance. The Drug Hotline is (301) 677-GUTS (4887). In the event of an emergency, dial 911 or (301) 677-6624. From military exchanges, 911 will connect the caller directly to the military police. Calls to 911 from on-post housing and all other civilian exchanges will be directed to the military police by the Anne Arundel County 911 operator. Calls received on (301) 677-6624 and 911 are recorded for accuracy. Directorate of Morale, Welfare & Recreation This directorate is responsible for morale, welfare and recreation activities; educational services; alcohol and drug control; transition services and family support programs. The museum was established in 1963 as the First U.S. Army Museum. Its purpose was to honor the service and sacrifices of the American Soldier. In 1973, the museum became permanently established here as the Fort George G. Meade Museum. Its purpose now is two-fold: to collect, preserve, study and exhibit military artifacts, particularly those items related to Fort Meade, early American armor, as well as the local region; and to provide educational services. These services include identification of military artifacts, lectures on military history and the history of Fort Meade, and battle staff rides to local battlefields. Non-Appropriated Fund Instrumentalities are activities concerned with the Morale, Welfare, and Recreation aspects of the military community. The NAF Human Resources Office offers jobs for Non-Appropriated Fund employment and is essential to the operation of the military establishment and makes a positive contribution to the Fort Meade community. Non-U.S. citizens are eligible for NAF employment opportunities if they meet job qualifications and possess an Alien Registration Card (Form 551). In addition, service members can be employed after military duty hours in a flexible or regular part-time position (evenings and weekends) with an application of approval from their commanding officer. In addition, the office provides legal services and preliminary legal advice to active-duty and retired Soldiers, their family members and other individuals entitled to receive legal assistance at Fort Meade and its surrounding area. Administration The Administration section of the OSJA is vital. We provide direct automation, equipment, supply and human resource support to all of the legal divisions within OSJA. We do not assist clients with any of their legal matters, however, we will gladly direct you to the appropriate office. Claims Claims for damage to household goods or vehicles under a government-sponsored shipment should be filed in the Claims Division, Staff Judge Advocate Office, located in Wing C, Snowden Hall, 2257 Huber Road. A DD Form 1840 indicating the loss or damage to household goods must be brought to the Claims Office within 70 days of receipt of shipment. No appointment is necessary. Claims personnel will assist you process the claim. Office hours are 7:30 a.m.-3:30 p.m., Monday through Friday. Claims personnel are also available at other times by appointment. Trial Defense Service U.S. Army Trial Defense Counsel will provide representation or counseling to active duty and active Guard and Reserve military service members authorized by Army regulation or as directed by the Chief, U.S. Army Trial Defense Service. Primary duties of defense counsel include representing Soldiers in courts-martial, administrative separation boards, Article 15, Uniform Code of Military Justice counseling, and other proceedings. Tax Center The Fort Meade Joint Installation Tax Center is now open to assist active-duty and retired military personnel and their family members with tax assistance and electronic filing. There are two locations on Fort Meade: The Installation Office of the Staff Judge Advocate, Snowden Hall, building 2257, Huber Road, lower level, telephone (301) 677-9762; and the 70th Intelligence Wing Staff Judge Advocate Office on the NSA campus at (301) 677-0450. Clients will be seen by appointment at the Installation SJA office from 8:30 a.m.-3:30 p.m., Monday through Friday, excluding federal holidays. Walk-in service may be available for those using the 1040EZ, but call ahead to ensure availability. The 70th Wing SJA office will see clients on an appointment basis, call to make an appointment. Annual Ethics Training All civilian and military personnel are required to attend face-to-face ethics training provided by a designated ethics counsel. Coordinating tours of the installation, arranging Army participation in local events, and working with schools and other community based organizations are only a few of the many ways in which the Public Affairs Office serves as a vital link between Fort Meade and surrounding communities. Speakers Bureau The Fort Meade Speakers Bureau is a program for improving community relations and increasing public understanding of the people, operations and capabilities of America’s military forces. It also serves as a valuable tool for people who want to develop their public speaking, leadership and organizational skills. The program includes military personnel and civilian employees from the Army, Navy, Air Force and Marine Corps who speak on military topics, hobbies, personal interests, community concerns and world issues. Command Information is the internal dissemination of news and information to better serve the needs and interests of Fort Meade military and civilian personnel. Soundoff! The award-winning weekly newspaper, Soundoff!, plays a major role in this function. Published by a local civilian enterprise printer, the Soundoff! is staffed, edited and supervised from within the Public Affairs Office. The Soundoff! is published each Thursday. It broadcasts current news and information of events and activities happening on Fort Meade. Meade TV operates 24 hours a day, seven days a week, and you can find it on the web site 24 hours a day. In addition to a bulletin board, the CI Channel airs service tapes made available from the Army, Air Force, and Navy as well as other special video programs. Directorate of Public Works The Directorate of Public Works provides base operations support for facilities and infrastructure, quality of life and protective services in support of Department of Defense activities and Federal agencies. Daily activities are divided into three basic categories: Program and Budget, Manpower and Management and Inter-service Support Agreements. The staff includes professional noncommissioned officer career counselors who can assist anyone interested in an Army career. The retention office disseminates the latest information on options and career opportunities to all units. Retirement Services Office The Retirement Services Office (RSO), Military Personnel Division, Headquarters Command Battalion, Fort George G. Meade is responsible for the Army Retirement Services program. The program encompasses the states of Maryland and Delaware and five counties in Virginia and West Virginia. It provides information on benefits and entitlements to active duty personnel contemplating retirement and continues to support them as retirees. The RSO implements Army policy and procedures for the Survivor Benefits Plan (SBP) program, publishes the installation newsletter ‘‘STILL SERVING” biannually, develops local policy for operation of the installation Retirement Services Program and administers the Installation Retiree Council.
