The Naval Sea Logistics Center Detachment Indian Head (NAVSEALOGCEN DET IH) provides Information Technology products and services for the Naval Sea Systems Command (NAVSEA) and its Program Executive Offices, and ultimately in support of the Fleet. We combine a thorough knowledge of Navy business practices integrated with Information Technology and Project Management expertise to support and deliver products that strengthen fleet logistics, maintenance and modernization, as well as products that improve the financial and industrial operations of the Naval shipyards. Additionally, NAVSEALOGCEN DET IH provides automated information systems security, testing and accreditation, and supports many NAVSEA corporate systems and initiatives. We also have a large computer operations facility where we provide operations, systems administration, and database administration services for numerous production and development applications. We provide a strong testing, prototyping, and operations environment for mission critical information applications for NAVSEA and the fleet.

The NAVSEALOGCEN DET IH workforce is primarily located at the Naval Support Facility, Indian Head. We also have personnel located in Yorktown, VA; Earle, NJ; and Charleston, SC. Our headquarters office is located in Mechanicsburg, PA. The NAVSEALOGCEN DET IH organization consists of approximately 80 computer professionals and information technology experts supported by approximately 45 contract employees. Our matrixed organization structure provides focus on strong project management with great emphasis on customers and quality products, as well as proactive leadership in emerging technology trends.

In one of our key product areas, NAVSEALOGCEN DET IH provides both integrated Logistics and IT support to the Navy Chemical, Biological, Radiological Defense (CBD) Program Office, NAVSEA 05P5. This office is responsible for supporting the entire Navy by providing the Fleet with technical and logistics support, engineering, life cycle management and training of CBD Products. This support enhances equipment performance, ensures compliance and addresses technical, safety, and logistics issues. Specific products in support of CBD include, but are not limited to, Independent Logistics Assessments for new equipment developed through the Joint Program Executive Officer for CBD (JPEO-CBD); key participant in JPEO-CBD and OSD-sponsored Readiness Reviews; monitoring the logistics health of each Navy CBD Program; Navy logistics lead for the CBD Annual Report to Congress; Integrated Logistics Support Subject Matter Expert to the Joint Program Offices; lead for all Navy Training documentation development including liaison among OPNAV, schoolhouses, and fleet stakeholders; Navy representative to the majority of Joint CBD Integrated Product Teams including the Joint Logistics Advisory Council and Joint Training Working Group; and interface with the Joint Total Asset Visibility Reporting Warehouse (JTAV-RW), providing quarterly asset information rollups to OSD via JTAV-RW. We provide Information Assurance compliance for all IT development. Currently, we have developed and are fielding three approved IT systems: CBRD Total Asset Visibility Management System (CBRD TAVMS), CBR Operating Space Item Management System (CBR OSIMS), and CBRD Information Website (CBRD INFO). We provide a web-based integrated IT solution in response to an Urgent Fleet Requirement for managing, tracking, and readiness reporting on all Navy CBR equipment and assets. All of these services support an optimum degree of readiness for assigned CBRD equipment throughout the Fleet.

Another key product area is NSLC's support of the Naval Shipyard Industrial and Financial systems. This product line has made significant accomplishments in support of the Shipyard Transformation initiative (One-shipyard concept). One of the efforts in support of this transformation is migration of all public shipyards to a single accounting system. The effort identified as East Coast Mission Funding (ECMF) transition, migrated Norfolk and Portsmouth Naval Shipyards to a general fund accounting system. This brought them into alignment with Pearl Harbor and Puget Sound Naval Shipyards and Intermediate Maintenance Facilities (IMF). These efforts provided the foundation for standardized planning, products, skills forecasting, resource sharing and leveling. In addition, it provided the foundation for the successful accomplishment of depot and intermediate level Navy projects assigned to the naval shipyards.

The Navy Data Environment, known as NDE, is a key product which is increasing the integrity and reliability of Navy ships' modernization, maintenance, and logistics data. NDE is an effort in which numerous separate computer systems, such as Ship Alteration systems, Fleet Modernization systems, planning and budgeting systems are merged into a single database design. This merged design provides more efficient and effective workflow and a single source for reliable modernization and maintenance data. NDE is now endorsed by the ships' maintenance community as the authoritative database for alterations, and is used by more than 3600 users.

The Advanced Technical Information Support (ATIS) System is a key product, which automates access to technical manuals and engineering drawings on Naval ships and numerous shore activities. ATIS reduces tons of paper down to a stack of CD's. Not only does it free up critical space on a ship for more equipment, it also puts every drawing and technical manual quickly at the fingertips of the sailor who needs them. Because of the automation of this data, it is now much easier to provide frequent technical documentation updates to the ships, ensuring that they have the best possible information. ATIS is in use on over 300 ships and more than 1,200 government shore sites.

One other key product is the Standard Labor Data Collection and Distribution Application (SLDCADA), which is the standard Navy-wide time and attendance system. This system, in use by almost 140,000 users, provides a consistent process for collecting time and attendance data throughout Navy and is now being considered by Army, Defense Logistics Agency, DoD Education Activity, and the executive office of the President.

In addition to logistics, project management, and information technology expertise, NAVSEALOGCEN DET IH personnel play an active part in the local community. Our employees participate in the Combined Federal Campaign, the Port Tobacco Players, county science fair judging, Little League, Girl Scouts, Boy Scouts, Charles County Animal Shelter, Hughesville Homeless Shelter, County Fair volunteers, county school support, and local volunteer fire⁄rescue and emergency medical services.
